Provide the ability to extend anonymous functionality to notifications sent to integrations

Currently, if anonymous boards are enabled, we:
- use aliases when sending notifications to integrations (e.g. Slack, Discord)
- do not send notifications if there is a user mentioned in the comment we are notifying about
Not all users use the integrations (Slack, Discord) publicly. Providing the ability for customers to choose if their notifications should be anonymous would be ideal.
