Prevent fake accounts

Certain customers have mentioned issues with fake accounts / voters.
Some ideas to prevent these issues:
– Add a toggle to disable sign up via email.
– If more than 1 non-oauth signup from the same IP is detected within 24 hours, make them fill out a captcha.

Andrew Rasmussen please don't completely disable the sign in with email option.
As our software is B2B 99.9% of our users will not want to use a personal OAuth based service to create an account.

Estimated Sailfish: Not to worry. If we did something like this, we'd definitely make it an option, and not the default behavior.
