Limit Posts To Specified Users on a Public Board

It would be helpful to allow for a specified group of users to be able to post on a public board. Similar to how you can disable new posts, but having the ability to allow for posts from specific users.

Currently, all end-users have the same access to post, vote, or comment on a board where they have access.
Canny should allow our users to make it so that some user segments can create posts/comments while others are limited to voting only.
