Allow users to attach files but only allow Administrators to view/download them

Basically I'd like users to be able to attach files with potentially sensitive info (such as application output logs with low-risk sensitive information) and not have to worry about anyone being able to view/download the attachments.

would love to see this so i dont have to police images our customers post. sometimes they post images from their system with sensitive PII data. I don't want other customers to be able to see that.
