Admins being able to upvote on behalf of a user outside of the admin view

When the other admins on my team want to upvote on behalf of a client from the non-admin view, they get confused because they can not click 'add voter'. If a user has admin permissions this should still be possible.

Hey Anna, thanks for the feedback. We had originally intended for admins to spend the majority of their time in the admin view. In this case, the public/non-admin view should really be just a preview of what your users see. We haven't done the best job here at keeping the two separate so I understand the confusion. We'll keep this in mind when we think about restructuring Canny across the board.
