For people who add votes on behalf of their users but didn't initially add their email address. They should be able to add one after the fact.

In particular the vote-as users, who aren't created via SSO, should be editable. Maybe I make a typo, or want to change them later.

Sometimes, a user is added manually without an email address. Allow admins to add it after the fact.
