A customer might want to change a board URL, but doing so would break a ton of links. So long as the previous URL isn't reserved by a different board, it should redirect to the new board.

One of the main benefits of this change would be the daily update emails - the links in these emails all point to the old URL.

If no new Board exists, we should just redirect users to the main Roadmap view rather than trying to guess a specific Board.
